Shri Narendra Modi was elected as the Prime Minister of India in 2014 by the Citizen of India, as even before the Election of MPs, BJP had declared: 

"In case of their win, Mr Narendra Damodar Modi will be their Prime Minister."

 However, Soniya Gandhi, the President of Congress Party even then had said:

 "Such declaration of BJP is 'unconstitutional".

Now, it is conventionally Constitutional to delare the name of PM / CM before the election by the parties, for minimum Janatantra or LD: "Linolnian Democracy", for more on LD go to www.earthdirectdemocracy.com

Accordingly, the new President of INC ha declared his candidature for the post of the Prime Minister of India, much before 2019 General Election. This acceptance of Rahul Gandhi, President of INC was really appraciable. 

Smt. Sonia Gandhi did not comment, thus she also accepted the declaration of the new President of INC as his candidature for PM.

RJD had already declared before the election Mr Nitish Kumar as their CM, although the Mr Kumar was in different party.
